At today's meeting Collegium Members of Derzhkomzem approved measures for implementation of strategic objectives of its activity for 2010. This year Derzhkomzem's activity will be mainly directed at deepening the land reform, forming a real proprietor/owner of land and property, developing free entrepreneurship, establishing conditions for profitable economic activity of agricultural enterprises, improving standard of living of rural population and ensuring food safety in Ukraine.

"Content, principles, key provisions of the new anti-corruption legislation of Ukraine" - such was the topic of the seminar for heads of structural units of the Main Department of Derzhkomzem in Kyiv region and its territorial bodies with participation of representatives of the Main Department of the State Service for Combating Economic Crime of the Ministry of Internal Affairs of Ukraine in Kyiv region. During the event comparative analysis of the Laws of Ukraine "On Combating Corruption" (1995) and "On Basics in Prevention of and Countermeasures against Corruption" (2009) was made, practical examples of application of anti-corruption legislation concerning civil servants were mentioned, comprehensive answers to questions were given.

On the 20th of January this year check in Kuty village, Kosiv district, Ivano-Frankivsk region, detected unauthorized occupation of a land plot with the area of 3.173 ha. Following the check state inspectors of control of use and protection of lands compiled a statement, issued a prescription and drew up a report on administrative violation. The calculated sum of damage equaled to 126,126.24 UAH. Materials were sent to transport prosecutor's office in Ivano-Frankivsk.

At today's plenary session the Verkhovna Rada of Ukraine adopted the Law "On Amendments to the Law of Ukraine "On Topographic-Geodetic and Cartographic Activity" aimed at improvement of public governance in this sphere and in the system of forming cartographic-geodetic fund, development of the state geodetic networks and the state system of mapping in the interest of economy, defense and national security of the country.

As of 1 January 2010 the total area of populated localities equals to 7,424 thou. hectares. Area of lands of populated localities, inventory of which has been taken, equals to 4,676.9 thou. ha or 63 % of the total area. Inventory of lands of non-agricultural purpose outside populated localities has been taken on the area of 7,921 thou. ha that equals to 77.9 % of their total area. During 2009 it was taken inventory of lands on the total area of 344.1 thou. ha, 201.7 thou. ha out of which outside boundaries of populated localities.

Deputy Chairman of Derzhkomzem Mykhailo Tomahin held a two-day meeting with the Counsellor for Agriculture, Nature and Food Quality of the Embassy of the Kingdom of the Netherlands Meeuwes Y. Brouwer and with representatives of the Government Service for Land and Water Management (DLG) of the Ministry of Agriculture, Nature and Food Quality of the Kingdom of the Netherlands Henk Moen and Frank van Holst. The meeting was attended by managers and specialists of structural units of Derzhkomzem, director of the State Enterprise "Main Institute of Land Development" Svitlana Besarab.

At today's plenary session the Verkhovna Rada of Ukraine adopted again the Law "On Introduction of Changes into Items 14 and 15 of Chapter X "Transitory Provisions" of the Land Code of Ukraine (about term for land plots sale)". This decision was supported by 366 MPs of Ukraine. The legislative act (registration number 3425) stipulates that till enforcement of laws on the state land cadastre and on the land market, but no later than 2012, introduction of right for a land parcel (share) to statutory funds of economic associations shall be banned.

The Verkhovna Rada of Ukraine adopted as a basis the draft law "On Introduction of Changes into Article 209 of the Land Code of Ukraine" (in relation to use of funds). The draft law (registration number 3231) suggests introduction of changes into Article 209 of the code in effect, so that to give a possibility to local councils to use funds which arrive in the course of recovery of losses of agricultural and forestry production not only for reclamation of land for agricultural and forestry needs, improvement of corresponding tracts, land protection in line with the developed programs and designs of land development, but also for holding an inventory of lands and payment for designs of land development.

The Cabinet of Ministers of Ukraine supported by its Resolution of 23 December 2009 No 1413 the proposition of the State Committee of Ukraine for Land Resources (Derzhkomzem) about subordination of the State Service of Geodesy, Cartography and Cadastre to Derzhkomzem. The Ministry of Finance shall foresee expenses in the State Budget for 2010 and the following years for maintenance of the State Service of Geodesy, Cartography and Cadastre. Within three months the Ministry for Environmental Protection, the State Committee for Land Resources and the State Service of Geodesy, Cartography and Cadastre shall bring their own normative and legal acts in compliance with this resolution.
