The suggested by MPs changes give a possibility to use funds for lands inventory
and payment for land development designs
The
Verkhovna Rada of Ukraine
adopted as a basis the draft law “On Introduction of Changes into Article 209
of the Land Code of Ukraine” (in relation to use of funds). The draft law
(registration number 3231) suggests introduction of changes into Article 209 of
the code in effect, so that to give a possibility to local councils to use
funds which arrive in the course of recovery of losses of agricultural
and forestry production not only for reclamation of land for agricultural and
forestry needs, improvement of corresponding tracts, land protection in line
with the developed programs and designs of land development, but also for
holding an inventory of lands and payment for designs of land development.
MPs
noted that the land inventory process in regions of Ukraine is on a very slow pace, in
the first place, due to lack of sufficient financing. The same goes for land development
activities. As a consequence, today land development is unable to serve its
purpose adequately, in particular, to ensure setting and fixing afield boundaries of administrative-territorial formations,
boundaries of land plots of land owners and land users, etc.
So,
it is considered relevant to broaden in a reasonable and economically efficient
way directions of use of the mentioned funds and to direct funds accumulated on
accounts of local councils for financing of land inventory and performance of
other land development works that are among priority activities in land
relations reformation in Ukraine.
